UPSC CMS 2026 – Eligibility Criteria

Candidates applying for the UPSC Combined Medical Services (CMS) Examination 2026 conducted by the Union Public Service Commission must fulfil the following eligibility conditions:

Nationality

  • A Citizen of India, or
  • A subject of Nepal or Bhutan, or
  • A Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India, or
  • A person of Indian origin who migrated from specified countries to permanently settle in India.

Candidates belonging to categories other than Indian citizens must possess an eligibility certificate issued by the Government of India.

Educational Qualification

Candidates must have passed both the written and practical parts of the final MBBS Examination from a recognized university.

Provisional Admission

Candidates who have appeared or are yet to appear in the final MBBS examination may also apply. However, their admission will be provisional and will be cancelled if they fail to provide proof of passing the exam within the stipulated period (within 15 days after declaration of the written exam result).

Internship Requirement

Candidates who have not yet completed the compulsory rotating internship are eligible to appear for the examination. However, final appointment will be granted only after completion of the internship.

Physical & Medical Standards

Candidates must be physically and medically fit as per the standards prescribed for the CMS Examination 2026, detailed in Appendix III of the official examination rules.

Marital Status

A candidate who has married a person already having a living spouse, or has a living spouse and has entered into another marriage, will not be eligible, unless such marriage is permitted under the applicable personal law and approved by the Central Government.

UPSC CMS 2026 – Application Fee

Fee Exemption
The following categories are exempted from paying the application fee:

UPSC CMS 2026 – Selection Process

The selection process for the UPSC Combined Medical Services (CMS) Examination 2026 conducted by the Union Public Service Commission consists of two stages:

Written Examination (500 Marks) + Personality Test / Interview (100 Marks)

1. Written Examination (Part-I) – 500 Marks

The written exam consists of two objective-type papers.

Paper-I (Code No. 1): General Medicine and Pediatrics
  • Marks: 250
  • Total Questions: 120
  • 96 questions from General Medicine
  • 24 questions from Pediatrics
  • Duration: 2 Hours

Paper-II (Code No. 2): Surgery, Genecology & Obstetrics, Preventive & Social Medicine

  • Marks: 250
  • Total Questions: 120
  • 40 questions from each section
  • Duration: 2 Hours
Important Points
  • Both papers are Objective Type (Multiple Choice Questions).
  • Question papers are in English only.
  • Negative Marking: 1/3rd (0.33) marks will be deducted for each wrong answer.
  • No penalty for unanswered questions.

2. Personality Test / Interview (Part-II) – 100 Marks

Candidates who qualify the written examination will be called for the Personality Test / Interview conducted by UPSC.

  • Integrity of character
  • Initiative and leadership qualities

Tie-Breaking Rules

If two or more candidates obtain equal marks, the ranking will be decided based on the following:

  1. Candidate with higher marks in the written examination will be ranked higher.
  2. If still equal, the older candidate (senior in age) will be ranked higher.
  3. If date of birth is also the same, the candidate who completed internship earlier will be ranked higher.
  4. If the tie still persists, the Commission will decide the ranking.

Additional Important Points

  • The Commission may fix minimum qualifying marks in one or both papers.
  • Final selection will be based on merit and candidate preferences for various posts.

How to Apply – UPSC Combined Medical Services Recruitment 2026
